王彬颖在致辞中表示，“共塑版权生态圈、赋能创新长三角”这一主题，深刻体现了区域协同与版权保护对创新驱动发展的重要支撑作用。她指出，版权在体育等领域的重要性日益凸显，从赛事转播权到文化创意内容的创作，版权制度为产业发展提供了坚实保障。

In her address Ms. Wang noted that the theme "Building a Copyright Ecosystem and Empowering an Innovative Yangtze River Delta" underscores the critical role of regional collaboration and copyright protection in supporting innovation-driven development. She highlighted the growing importance of copyright in sectors such as sports where it underpins activities ranging from broadcasting rights to the creation of cultural and creative content.

她强调，数字技术正深刻改变全球创新格局，中国在人工智能和版权产业领域取得显著进展。目前，中国人工智能专利数量已占全球总量的60%，版权登记量连续两年超过1000万件，版权产业增加值占国内生产总值的7.46%。她表示，世界知识产权组织长期与中国在版权立法、执法、人才培养及产业发展等方面保持紧密合作。双方在长三角地区形成了可复制、可推广的版权保护经验，并通过WIPO的仲裁调解机制为跨境争议提供高效解决方案。

She emphasized that digital technologies are profoundly reshaping the global innovation landscape with China making notable progress in artificial intelligence and the copyright industry. At present China accounts for 60% of the world's AI patents its copyright registrations have exceeded 10 million for two consecutive years and the added value of its copyright industry now contributes 7.46% of the national GDP. She also noted that WIPO has maintained close and long-term cooperation with China in copyright legislation enforcement capacity building and industrial development. Together the two sides have developed replicable best practices in copyright protection in the Yangtze River Delta region and provided efficient resolutions for cross-border disputes through WIPO's arbitration and mediation mechanisms.

她进一步指出，人工智能等前沿技术在带来机遇的同时，也对版权保护、训练数据使用及生成内容的法律属性等问题提出了新挑战，需要国际社会加强对话与协作。世界知识产权组织将继续推动相关议题讨论，促进形成更加平衡的国际规则体系，推动版权制度在连接技术与文化、服务创新与创意经济方面发挥更大作用。

She further noted that frontier technologies such as artificial intelligence bring new opportunities while also posing challenges to copyright protection the use of training data and the legal status of AI-generated content among other issues calling for stronger international dialogue and cooperation. WIPO will continue to facilitate discussions on these issues promote the development of a more balanced international rule work and ensure that the copyright system plays a greater role in bridging technology and culture and serving the innovation-driven creative economy.
